He IS in Northern Snake Dance. The Troll boss that gives Escape there is in Southern Snake Dance.
Easiest way for me, is to fight through all of Snake Dance, all the way to Droudnought's Drift, if you see him..ok..if you dont, rezone into Snake dance and go up a few steps with the "see enemy names" key pressed (crtl i think), theres a random boss spawn within seeing distance of where you start.
Keep rezoning til he is there.
(Just Remember he can only spawn in NORTHERN Snake Dance [at 1 of 3 locations] - meaning you are going to have to get to Northern Snake dance to even think of looking for him. And theres no outpost conveniently right there ....you have to fight there).

Go back into Snake, and you notice the Path curves as you come in, and theres an alcove right there. Thats a boss spawn spot. You can see the names of the enemies through the wall before you even take the curve.

I had to rezone into Dreadnought's Drift to get this as well, but let me tell you- it's worth it. The skill is great. Not to mention there's a collector near there that gives the 20/20 Healer's offhand, which could sell quite nicely.

Punishing Shot is available in Snake Dance. There are three spots where this ranger boss spawns at. Just keep going north from Camp Rankor and you wont miss him. The boss' name is "Thul Bolderrain".

We've already disscussed overly how to get it.
Punishing Shot in its effect is great - but its recharge usually makes people pick other skills, simply because they can spam the heck outta other skills by the time this one is back.
Used in some Spiker builds though instead of quickshot. Timing is more pressed because two links in the chain then have ~.5s or so downtimes behind them unlike other ranger shots. This forces a delay between shots that can throw you off.

With Punishing shot, I can do two spikes in a row with normal attack + savage shot and normal attack + Punishing shot which is very good.

Punishing spikes have always seemed alittle slower than QS Spikes IMO :\
I can get ALOT of [whatever]+QS spikes out while pnusihing would be recharging.
